Tuition Calculator 26-27

This page reflects projected charter school basic tuition rates for the 2026-27 school year. Rates are derived from NYSED SAMS data scraped April 2026 and reflect the calculation methodology set in Education Law §2856. We expect finalized tuition numbers to be published by NYSED later this spring.

2026-27 Charter School Basic Tuition is calculated using the following formula:

The charter school basic tuition for 2026-27 will be the lesser of either:

1. The product of:
   1. Charter school basic tuition for the previous year (2025-26);
   2. The average of quotients of approved operating expense divided by the previous year’s operating expense for the sending district for the 2024-25, 2023-24, and 2022-23 school years.

OR

2. 2024-25 Total General Fund Expenditures (TGFE) for the sending district divided by 2024-25 enrollment for the sending district. Note that this did not apply to any of the sending districts for which we calculated tuition.

Example: Rochester City School District

• Charter school basic tuition for 2025-26 = $14,277
• The quotients for the 3 years prior to the base year:
  • Quotient of 22-23 AOE / 21-22 AOE = 100.095
  • Quotient of 23-24 AOE / 22-23 AOE = 101.008
  • Quotient of 24-25 AOE / 23-24 AOE = 119.226
• 24-25 TGFE: $890,816,234
• 24-25 Public School Enrollment: 28,355

2026-27 Tuition for the Rochester City School District is the lesser of either:

1. The product of:
   1. Charter school basic tuition for the previous year = $14,277; and
   2. The average of the three quotients above: (100.095 + 101.008 + 119.226) / 3 = 106.776

A = $14,277 × (106.776 / 100) = $15,244

OR

2. 2024-25 Total General Fund Expenditures $890,816,234 divided by 2024-25 enrollment 28,355.

B = $890,816,234 / 28,355 = $31,417

The lesser of A or B is $15,244.
