Tuition Calculator

This page reflects anticipated charter school core aid rates for the 25-26 school year.

You can access the calculator below. The law describing the calculation can be found here. An explanation of the formula and calculation example appear below. If you have any questions, or would like to calculate tuition for a district that does not appear in our calculator, please email info@nycharters.net. We expect finalized tuition numbers to be published by NYSED later in May.

2025-2026 Charter School Basic Tuition is calculated using the following formula:

The charter school basic tuition for 2025-26 will be the lesser of either:

1. The product of:
2. Charter school basic tuition for the previous year (2024-25);
3. The average of quotients of approved operating expense divided by the previous year’s operating expense for the sending district for the 2023-24, 2022-23, and 2021-22 school years.

OR

1. 2023-24 Total General Fund Expenditures (TGFE) for the sending district divided by 2023-24 enrollment for the sending district. Note that this did not apply to any of the sending districts for which we calculated tuition.

Example: Rochester School District

• Charter school basic tuition for 2024-25 = $14,088
• The quotients for the 3 years prior to the base year
  • Quotient of 21-22 AOE/20-21 AOE = 102.933
  • Quotient of 22-23 AOE/21-22 AOE = 100.091
  • Quotient of 23-24 AOE/22-23 AOE = 101.005
• 23-24 TGFE: $807,739,191
• 23-24 Resident Student Enrollment: 28,007

2025-26 Tuition for the Rochester School District is the lesser of either:

1. The product of:
2. Charter school basic tuition for the previous year = $14,088; and
3. The average of quotients of approved operating expense divided by the previous year’s operating expense for the sending district for each of the following: 21-22/20-21, 22-23/21/22, 23-24/22-23 (102.933/100.091/101.005 )/3 = 101.34

A = ($14,088 x (101.34/100)) = $14,277

OR

7. 2023-24 Total General Fund Expenditures for the sending district $807,739,191 divided by 2023-24 enrollment for the sending district 28,007. 

B = $807,739,191/28,007 = $28,841

The lesser of A or B is $14,277
