The COVID-19 crisis has reduced the State’s revenues significantly. The impact of the lost revenue is seen in the state aid to districts and the charter school tuition formula. The charter school funding formula for 2020-21 was changed to include a 5.5% reduction in the formula similar to the “pandemic adjustment” rate applied to state aid to school districts in the budget. This 5.5% reduction is applied as part of a larger formula that includes calculations regarding prior increases in funding; as a result, most schools will not experience a direct 5.5% reduction in their per-pupil funding for the 2020-2021 school year.

The charter school basic tuition includes the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act funding allocated to New York State.

2020-2021 Charter School Basic Tuition is calculated by:

Charter school tuition for 2020-21 will be the lesser of either:

     A.          The product of:

           i.     Charter school basic tuition for the previous year;

           ii.     The average of quotients of approved operating expense divided by the previous year’s operating expense for the sending district for the 2018-19, 2017-18, and 2016-17; and 

           iii.0.945; 

           OR 

     B.          2018-19 Total General Fund Expenditures for the sending district divided by 2018-18 enrollment for the sending district. Note that this did not apply for any of the sending districts for which we calculated tuition.

Example  

For Example School District:

  • Charter school basic tuition for 2019-20 = $13,494
  • The Quotients for the 3 years prior to the base year are:
    • Quotient of 16-17 AOE/15-16 AOE = 1.1117
    • Quotient of 17-18 AOE/16-17 AOE = 1.0022
    • Quotient of 18-19 AOE/17-18 AOE = 0.9918

2020-21 Tuition for Example School District is: the lesser of either:

A.          The product of:

           i.      Charter school basic tuition for the previous year = $13,494

           ii.    The average of quotients of approved operating expense divided by the previous year’s operating expense for the sending district for the 2018-19, 2017-18, and 2016-17 (1.1117+1.0022+0.9918)/3 = 1.03523; and  

           iii.0.945; 

                               A = $13,494 x 1.03523 x 0.945 = $13,201

           OR 

     B.        2018-19 Total General Fund Expenditures for the sending district $882,568,836 divided by 2018-18 enrollment for the sending district 40795.

                               B = $882,568,836/40795 = $21,634

The lesser of A or B is $13,201
